Blomkamp would be the ideal choice for this considering it'll be heavily CGI driven. Christopher Nolan doesn't enjoy CGI much and his avoidance of the subject would just push up costs. I mean even in Inception he filmed the actual sky view of Paris before bending it with CGI so he was combining real world and effects, Nolan would make the Locust real people in costume when CGI would probably look more convincing these days. If anyone will do this film properly it is Blomkamp especially considering District 9 showed he wasn't afraid of extreme gore with soldiers exploding all over the place.
